A Pillar of Regulatory Oversight at the Central Bank of Oman

As Senior Licensing Analyst within the Licensing Department of the Regulation Directorate, Karim plays a pivotal role in ensuring the stability and integrity of Oman’s banking ecosystem. His responsibilities encompass the full spectrum of regulatory compliance—from processing and evaluating license applications for financial institutions, to conducting in-depth analysis of financial statements, business plans, and risk management practices. Karim’s expertise ensures that only the most robust and compliant institutions are granted licenses to operate in the Sultanate, safeguarding the interests of the public and the financial system at large.

Karim is also instrumental in policy development, contributing to the evolution of licensing procedures and regulatory frameworks in line with international best practices. He collaborates closely with other departments within the CBO, facilitating seamless licensing processes, monitoring ongoing compliance, and generating comprehensive reports that inform strategic decision-making. His commitment to clear communication and guidance supports applicants throughout the licensing journey, while his vigilance in monitoring KPIs and departmental initiatives ensures continuous improvement and accountability.

Driving HR Transformation and Organizational Excellence

Before his current regulatory role, Karim made a significant impact as Senior Human Resources Specialist in the HR Affairs Department at the Central Bank of Oman from January 2021 to November 2023. He spearheaded the comprehensive restructuring of CBO’s organizational structure and terms of reference, ensuring alignment with evolving institutional goals. Karim led the review and drafting of procedure manuals for all departments, reengineering processes where necessary to enhance efficiency and compliance.

A champion of HR transformation, Karim managed the implementation of critical projects such as 360-degree evaluations, job evaluations, drafting job descriptions, payroll and benefits strategies, and the development of competency and talent management frameworks. He designed and developed CBO’s comprehensive talent management framework to align with organizational goals and Oman Vision 2040, and managed departmental scorecards and KPIs using the Balanced Scorecard approach.

Karim’s collaborative work with the Oman Vision 2040 Implementation Follow-up Unit ensured that CBO’s HR strategies were in step with national objectives. He also developed and supervised the internal HR platform “Nasmaek” to promote transparency and facilitate communication with employees. His efforts in reviewing and updating staff regulations, as well as rotation and secondment schemes, contributed to greater organizational agility and efficiency. Notably, Karim led multiple Lean Six Sigma projects to eliminate inefficiencies and enhance overall performance, and was responsible for preparing periodic audit reports, risk register updates, and business continuity plans to proactively manage organizational risk.

A Diverse Professional Journey

Karim’s career is distinguished by a breadth of experience across the public and private sectors. His earlier roles included HR Payroll and Benefits Department responsibilities at CBO, administrative positions at Muscat Municipality, and advisory sales at AIG. His foundation in human resources was further strengthened by internships at BP, Orpic, and Bank Muscat, where he contributed to employee benefits, remuneration schemes, and recruitment projects.


Academic Excellence and Professional Growth

Karim holds a Master of Science in International Business and Finance from the University of Derby, where he graduated with merit, and a Bachelor’s degree in Business Administration and Management from Sohar University. He is also CIPD certified in Human Resources Management, reflecting his commitment to continuous learning and professional development.
