Few professionals embody these principles as effectively as Dr. Ali Hubais Al-Kathiri, whose contributions have helped redefine quality assurance practices within Oman’s higher education sector.

Currently serving as Head of the Quality Assurance Office at the University of Technology and Applied Sciences (UTAS) – Salalah Branch, Dr. Al-Kathiri has established himself as a respected leader dedicated to strengthening institutional effectiveness, fostering quality culture, and advancing academic excellence.

Driving Quality Transformation

Throughout his career, Dr. Al-Kathiri has led a series of impactful initiatives that have enhanced quality assurance systems and institutional performance. Among his most notable achievements is the development of a 123-template bilingual evidence suite, formally recommended by the Quality Directorate as the minimum standard for all UTAS branches.

His efforts have also resulted in the creation of an integrated quality review and institutional planning framework that enabled UTAS Salalah to achieve 100% on-time completion of all quality assurance requirements, setting a historic benchmark for the institution.

Innovating for Institutional Excellence

A firm believer in practical and sustainable solutions, Dr. Al-Kathiri designed an interactive bilingual Policy Compliance Tracker that was initially endorsed at branch level before being adopted by the university’s Head Office and implemented across all UTAS branches.

His innovative approach has strengthened governance, improved compliance processes, and supported a more proactive quality culture across the university system.

Building Collaborative Quality Ecosystems

Recognizing the importance of collaboration, Dr. Al-Kathiri established the first Quality Forum in Dhofar Governorate, bringing together regulators, industry leaders, and academic institutions under the theme:

“Quality Today… Accreditation Tomorrow.”

The forum created a valuable platform for dialogue, partnership, and knowledge exchange aimed at enhancing educational standards and institutional readiness for future challenges.

Leadership Built on Service and Impact

Earlier in his academic career, Dr. Al-Kathiri served as Chairman of the Examinations Committee, where he developed the committee’s regulatory framework from the ground up, including examination policies, procedures, and invigilation systems. His work earned formal recognition on multiple occasions and continues to influence institutional practices today.

His leadership style combines strategic thinking with operational excellence, ensuring that systems are not only designed effectively but also implemented successfully.

A Strong Academic Foundation

Dr. Al-Kathiri’s academic credentials reflect his commitment to lifelong learning and educational advancement. He holds:

  • A PhD in Higher Education (Curriculum, Pedagogy, and Innovation) from Universiti Sains Malaysia
  • An MBA in Marketing from Dhofar University
  • A Master’s Degree in Teaching English as a Second Language (TESL) from Universiti Malaya

This interdisciplinary background enables him to bridge academic excellence with strategic institutional development.
