He began his journey with Petroleum Development Oman as a Mechanical Maintenance Supervisor, later advancing to Production Supervisor and eventually serving as Operation Engineer and Head of Commissioning for the Harweel Project. This seven-year tenure embedded a hands-on understanding of energy infrastructure. He subsequently applied this engineering acumen as a Senior Operation Engineer at Oxy, further cementing his expertise in the field.

Heavy manufacturing demands uncompromising discipline in logistics, safety and operational efficiency. In 2006, Al Kiyumi transitioned to Sohar Aluminium, an enterprise critical to Oman’s industrial diversification. Over a period of seven years, his responsibilities expanded significantly. He managed complex maritime logistics as Port Operation and Maintenance Superintendent and later as Port Manager. Understanding that productivity must be balanced with responsibility, he also took on the role of Environment, Health and safety manager before ascending to Potline Operation Manager. This progression demonstrates a capacity to oversee large-scale physical assets while maintaining rigorous safety and environmental standards.

Orchestrating National Utilities

The shift from managing specific industrial sites to directing a nation’s utility procurement marks a significant leap in executive responsibility. Al Kiyumi joined the Oman Power & Water Procurement (OPWP) Co. SAOC in 2014, initially serving as Project Development Director. Within a year, he was appointed Chief Operating Officer, and by April 2017, he took the helm as Chief Executive Officer. For over six years as CEO, he guided the organisation responsible for power and water procurement across the Sultanate. Under his stewardship, the entity navigated the complex demands of an expanding population and a diversifying economy.

Shaping the Macroeconomic Landscape

When leaders prove their ability to manage national utility frameworks, their counsel becomes invaluable to the highest levels of governance. Following his tenure as CEO of OPWP, Al Kiyumi transitioned into a broader advisory capacity. He served as an Advisor to the Nama Group for over two years. Today, he operates at the pinnacle of national policy as the Energy Advisor for the Ministry of Energy and Minerals.
