Said Al Balushi (FCIPD) is a senior human capital and workforce development leader with more than two decades of experience across HR, workforce planning, organisational development, capability building, and Omanisation. His career reflects a strong focus on developing people and institutional systems that support Oman’s long-term workforce and economic priorities.
Currently serving as Undersecretary of the Ministry of Labour for Human Resources Development, Said brings extensive experience in translating workforce strategies into practical organisational and national initiatives.
Previously, he held several leadership positions at Petroleum Development Oman (PDO), including Head of Workforce and Organisation Design, Head of Capability and Standards, Head of Talent Acquisition, Omanisation Lead, Skill Pool Manager, and HR Business Partner.
His experience spans workforce planning, talent acquisition, localisation, organisational design, capability development, performance management, and HR governance.
Throughout his career, Said has worked to strengthen professional capabilities and develop systems that connect organisational performance with workforce development. His approach combines strategic thinking with practical execution, enabling organisations to build sustainable talent pipelines and stronger institutional capabilities.
Beyond executive roles, Said has contributed to the development of the HR profession through board and advisory responsibilities, including his service with OSHRM. His professional interests include the future of work, evidence-based HR practice, leadership, coaching, and workforce localisation.
Said holds an MBA from the University of Liverpool and has undertaken doctoral studies in Business Administration at the University of Central Lancashire, UK. He is also a Chartered Fellow of the Chartered Institute of Personnel and Development (CIPD).
