Awatif Saleh Obaid Al-Amouri is a civil engineering and capital-projects leader with more than 16 years of public-sector experience across project development, construction, procurement, cost management, and project governance in Oman. As Project Director in the Projects Department at the University of Technology and Applied Sciences (UTAS), she provides strategic oversight of a major portfolio spanning the university’s branches across the Sultanate.

Her role brings together project planning, tendering, procurement, technical coordination, stakeholder management, risk oversight, and delivery governance, supporting UTAS in developing modern and effective learning environments.

Leading UTAS Capital Projects

Since 2024, Al-Amouri has served as Project Director at UTAS, following her progression through roles including Assistant Director and Civil Engineer within the university’s Projects Department.

She oversees project planning, prioritization, pre-tender activities, procurement strategies, tender documentation, technical requirements, tender-board submissions, and delivery coordination. Her responsibilities extend across the project lifecycle, from concept and feasibility through construction, completion, and handover.

Working with consultants, contractors, government entities, senior management, and internal stakeholders, she focuses on maintaining project objectives relating to cost, schedule, quality, safety, technical requirements, and contractual performance.

Supporting Strategic Development Projects

Among the strategic projects under her portfolio are the proposed UTAS Musandam Campus and the UTAS project within Sultan Haitham City.

The Musandam project is intended to support the development of higher-education infrastructure in the governorate, strengthening UTAS’s presence while contributing to wider educational and socio-economic development.

The Sultan Haitham City project represents a future-oriented development incorporating sustainable development principles, energy efficiency, smart-building solutions, and environmentally responsible design. Its technical specifications have been developed with the objective of supporting a LEED Gold rating.

From Civil Engineering to Project Leadership

Al-Amouri’s career reflects steady progression within Oman’s public-sector project environment. She began her professional journey as a civil engineer with the Ministry of Labour before moving into the Projects function at UTAS, where she advanced from Civil Engineer II to Assistant Director and ultimately Project Director.

This progression has given her experience across the complete project lifecycle, including feasibility, pre-tender planning, tendering, procurement, contract administration, construction delivery, cost control, and handover.

Her expertise includes capital project governance, project controls, EPC and new-construction contracts, technical evaluation, contractor and consultant management, risk and quality management, and executive reporting.

A Foundation in Engineering and Strategic Management

Al-Amouri holds a Bachelor’s degree in Civil Engineering from the Higher College of Technology in Oman and an MSc in Construction Project and Cost Management from Coventry University.

She also holds CMI Level 7 qualifications in Professional Consulting and Strategic Management and Leadership, complementing her engineering background with advanced management and leadership capabilities.

Her professional development includes training in project management, feasibility studies, construction project management, occupational health and safety, and related technical disciplines.
